Joel A. Millikan, CFA

Co-Chief Investment Officer (CIO) and Executive Vice President

Joel serves as portfolio manager and co-chief investment officer of Cardinal Capital. His investment interests range from valuation models and security analysis to portfolio management, all with the objective of helping each client reach their goals. He has extensive experience managing a wide range of accounts for individuals, trusts, foundations and insurance companies in both equity and fixed income markets.

Prior to founding Cardinal Capital in 1992, Joel served as senior vice president and chief investment officer of Durham Life Insurance Company and as research director of Travelers Investment Management Co. in Hartford, CT. Joel is a Chartered Financial Analyst, a member of the CFA Institute, the North Carolina CFA Society and past president of both the North Carolina and Hartford CFA Societies. In the community Joel is active in Wake Interfaith Disaster Recovery, has served as a director of the Haiti Fund and is an elder in the Presbyterian Church (USA). Joel is active in Oberlin College alumni affairs and earned an MBA from The University of Chicago Graduate School of Business.
